She can't be a vampire lord because she is a lady. Because she doesnt want to. As Keulron said, its probably because she doesnt want to. As a daughter of Coldharbor, she had to be raped be Molag Bal, which her dad made her do and so she surely doesn't want to embrace it as much as possible.
