The game auto-generate an INFINITE amount of mercenaries. They don't respawn but are replaced by others. From what I understand, there are always new ones spawning. and UNFORTUNATELY, if you ever have a bounty, every mercenary you kill with a bounty will be INSTANTLY REPLACED.
