It was more like a wizarding civil war in Britain. Other countries probably felt it was not their problem. I think pre-HP novels, Voldemort's rise to power was similar to Hitler's in the late 30s. He wasn't seen as a Global threat at that point, just more of a rambling racist with a massive Wizard superiority complex.
