End cities generate infinitely. There is no distance where they stop generating.

On a server I play on with a couple other people (vanilla with spigot), we have found approximately 8 end cities so far. Show activity on this post. I can confirm that multiple end cities spawn, and have in fact found three within renderable distance of each other.

No, it doesn't matter how many times you kill the ender dragon. You can find an almost unlimited amount of elytra, but it is very difficult, as end cities spawn differently then other generated structures, using a random number generator to decide whether they should spawn.

No, the end is not endless. As stated in the Official Minecraft Wiki: Its default size and location remain the same across all three dimensions. Meaning that the world border in the end will also be the same as in the overworld, so around 30 million blocks away (from 0,0).
